Commission on Civil Rights' letter to President expressing concerns over affirmative action policies

The following is a letter from the US Commission on Civil Rights to the President and key Members of Congress concerning H.R. 3200, the House health care bill.  The letter points out that provisions in the bill appear designed to ensure that medical schools, dental schools, and other institutions training health care professionals give preferential treatment in admissions to underrepresented minorities.
