Federal Home Loan Bank of San Francisco’s Board of Directors Appoints Three New Members to Affordable Housing Advisory Cou

The Board of Directors of the Federal Home Loan Bank of San Francisco has appointed three new members to its Affordable Housing Advisory Council (AHAC) — Jasmine Borrego of TELACU; Joel Jacinto of Search to Involve Pilipino Americans (SIPA); and Dean Matsubayashi of Little Tokyo Service Center Community Development Corporation (LTSC). The Bank’s AHAC is a 15-member group that provides guidance on affordable housing and economic development issues and helps shape the Bank’s community investment grant programs and credit products.

SAN FRANCISCO , February 08 /Businesswire/ - Ms. Borrego is President of TELACU’s Residential and Property Management divisions. She oversees a portfolio of TELACU’s affordable housing units located throughout Los Angeles, San Bernardino, Riverside, and San Diego counties and directs all property management employees serving the lower income housing and social service needs of a highly diverse resident population. A nonprofit community development corporation founded in 1968, TELACU is self-sustained by TELACU industries, a for-profit family of companies that provides the economic means to fulfill TELACU's mission. Before joining TELACU, Ms. Borrego held management positions at the Retirement Housing Foundation, ALM Management, Inc., and HDSI Management. She serves on the boards of White Memorial Medical Center, the Association of Housing Management Agents, and the Aging Services of California and is a Delegate Member of the American Association of Home and Services for the Aging.

Mr. Jacinto is Executive Director of Search to Involve Pilipino Americans (SIPA), a nonprofit community-based organization providing a variety of health and human services and community economic development programs to Pilipino Americans and the multi-cultural Historic Filipinotown district of Los Angeles. In his more than 17-year tenure, Mr. Jacinto has worked to grow SIPA into the largest social service provider focusing on Pilipino Americans in the United States. He has also been instrumental in building SIPA’s community economic development scope of work, including the development of affordable housing, small business services, and financial literacy programs, as well as capital project development.

Mr. Matsubayashi is Director of Community Economic Development for the Little Tokyo Service Center Community Development Corporation (LTSC), a 30-year-old neighborhood-based social service and community development organization. He oversees a staff of 26 individuals working in the programs of Real Estate Development, Community Organizing & Planning, Asset & Property Management, Community Technology, and Small Business Assistance. Mr. Matsubayashi also currently serves as Treasurer for the Southern California Association for Nonprofit Housing, Vice President of the Coalition for Responsible Community Development, and Program Committee Chair for the National Coalition for Asian Pacific American Community Development.
