Senior living communities must meet or exceed all state and federal standards in order to accomplish a deficiency-free survey. This accomplishment is particularly difficult to achieve in California, due to its rigorous inspection process. A deficiency-free survey is uncommon to achieve and indicates a high level of service at a senior living community. In 2016-17, there were over 17,000 deficiencies among senior living facilities documented in CDPH's data report.

In California, senior living communities are inspected periodically to ensure services and systems in place are compliant with federal and state laws and regulations. Over a course of multiple days, inspectors arrive unannounced to assess the facility. Surveyors determine compliance with regulations governing areas such as policies and procedures, resident care, quality of care and quality of life, medication administration, medical records, kitchen sanitation, staff competencies, dietary needs, equipment, safety, and overall wellness of the community. The senior living community is awarded a "deficiency-free" survey when all of these regulations are met.
